Abstract

Productive waqf is a strategic Islamic philanthropic instrument that can be optimized to improve community welfare, including in the healthcare sector. However, in practice, the management of productive waqf often faces gaps between theoretical management models and actual implementation in the field. This research aims to analyze the optimization process of productive waqf management at Rumah Sehat Muhammadiyah (RSM) Clinic in Ponorogo, which is built on a waqf asset of land and buildings donated by private donors and managed by Muhammadiyah’s local branch (PCM Babadan). The study uses a qualitative descriptive approach with deductive analysis. Data was collected through in-depth interviews with nazhir (waqf managers), clinic administrators, donors’ heirs, medical staff, and patients, as well as field observations and document studies. The findings indicate that although the management of the waqf asset has followed basic management functions, planning, organizing, actuating, and controlling still face several constraints. These include limited professional human resources, insufficient financial capacity for facility development, simple organizational structure, and limited government support. On the other hand, the clinic has successfully improved access to affordable healthcare for the local community and has become a model of health-based, productive waqf managed at the community level. Strengthening institutional capacity, diversifying funding sources, and enhancing government collaboration are key recommendations to optimize productive waqf management in the healthcare sector.
